How we calculate gaps
Benchmarks are based on population and need index for each area. A well-served area has roughly 1 resource per 800 residents, 1 service per 1,500 residents, and 3 activities per 10,000 residents per month—adjusted by the area's need index. The gap is the difference between the benchmark and what actually exists.
